Oregon lawmakers are considering legislation that would charge the state’s largest polluters a fee for releasing carbon into the air.
The Clean Energy Jobs Bill includes a cap-and-trade system similar the one California uses.
The state would set a cap on total greenhouse emissions and the big polluters would be required to buy permits to cover their emissions.
