How did a former Hillsboro security guard under investigation for alleged sexual misconduct become a Jefferson County jail deputy?

Police say Jorge Serrano raped a woman in 2015 while he was security guard and later posted video of the assault online.
The security company says he quit when they confronted him about misconduct, but he wasn’t suspected of a crime yet.
The company reported to Serrano state regulators, but they didn’t take any action, however a state correctional facility did rescind an offer for him to become a guard.
The security company says the Jefferson County Sheriff’s Office background check was insufficient so it notified the Sheriff about Serrano, leading to him being fired last month.
