Three Cited For Neglecting Horses

Prineville, Ore. – Crook County Sheriff’s Deputies, acting on an anonymous tip Monday, cited three people in connection with neglecting three horses.

Deputies were called to 321 SE Almond Lane in the Juniper Acres neighborhood where they immediately discovered three malnourished horses in a pen. 

Two of the horses were upright and walking, and one was down on the ground. While waiting for a veterinarian the horse on the ground died. The other two horses were later treated on scene by a local veterinarian. 

The investigation into this matter determined that water was not being provided to the horses, and there was very little feed on the property. All three of the horses were malnourished and dehydrated. 

The owners of the horses advised they wanted to turn over their remaining horses to someone who could properly care for them.

Deputies requested assistance from Equine Outreach of Bend, who dispatched a team to pick up the two remaining horses. At that time the owners relinquished ownership of the two horses to Equine Outreach. 

At the conclusion of the investigation the horse owners, identified below, were issued criminal citations for Animal Neglect in the First Degree:

Craigen Cloy Snell, 26 years old, of Prineville
Juanita Lynn Carnagey, 26 years old, of Prineville
Dawayne Franklin Carnagey, 61 years old, of Prineville
