HDESD Appoints New Head of Special Programs

The High Desert Education Service District (HDESD) announced the appointment of Jihan Nelson as the new Executive Director of Special Programs. Nelson, who has been serving as the interim executive director since November, brings extensive leadership experience, a deep knowledge of special education and a strong commitment to collaboration and student success to this role.

HDESD Special Programs provides specialized instruction and support for students with disabilities, offering services from birth to age 21, including programs for Autism Spectrum Disorder (ASD), Deaf and Hard of Hearing (DHH), and Orthopedic Impairment (OI), along with assistive technology, therapy, and transition services.

Nelson has been a dedicated member of HDESD, previously leading as the Deaf and Hard of Hearing Program Manager, leading a team of sign language interpreters and serving as the Regional Technical Assistance Provider. She has also served in various leadership roles in special education across the region. Her extensive experience includes:

  • Interim executive director of Special Programs (HDESD) – Providing leadership in special programs, ensuring compliance and fostering regional partnerships.
  • Special Programs Administrator (HDESD) – Overseeing special education budgets, staff evaluations and professional development initiatives.
  • Special Education Director (Crook County School District) – Managing district-wide special education services, policy development and legal compliance.
  • Student Services Instructional Coach (Bend-La Pine Schools) – Supporting and mentoring special education staff.

As she steps into this role, Nelson says she is committed to strengthening special programs, fostering meaningful partnerships and supporting staff in their mission to serve students and families.
