City Club Hosts Forum on Oregon’s Recreational Liability Waiver Issue

Oregon’s recreation economy, long a cornerstone of Central Oregon’s identity and quality of life, is facing a growing legal and financial threat. On Thursday, January 8, the City Club of Central Oregon will host a public forum examining how unenforceable recreational liability waivers are driving up insurance costs, straining small businesses, and putting the future of recreation at risk.

From ski areas and rafting companies to gyms and outfitters, businesses across the state are grappling with soaring liability insurance premiums following recent court decisions that have cast doubt on the enforceability of liability waivers for “inherently risky” recreational activities. The forum will explore what’s changed, why it matters, and what potential solutions could look like moving forward.

“This issue touches far more than recreation businesses,” said Amber Thacher, City Club of Central Oregon Executive Director “It impacts jobs, tourism, access to outdoor activities, and the overall economic health of our region. City Club’s role is to bring people together for informed, civil conversation about complex issues like this, especially when the stakes are high.”

The forum will feature legal experts, industry leaders, and policy voices who will discuss:

  • An overview of recreational liability waivers and what recent court rulings mean for them here and in other states
  • How rising insurance costs are affecting businesses and consumers
  • The balance between personal responsibility and consumer protection
  • Possible legislative or policy paths forward

The forum is open to the public and aligns with City Club of Central Oregon’s mission to foster informed civic dialogue on issues that shape the region’s future.
