In June of 2018, the Central Oregon Drug Enforcement (CODE) team began an investigation into the distribution of heroin in Bend, Oregon. The source of supply was identified as Christopher Alan Farrar who was residing at 61670 SE 27th Street. This investigation span over two months, with the CODE team conducting multiple investigative techniques to advance the case.
On July 31st, 2018, the CODE team was given authorization to execute a search warrant at 61670 SE 27th Street.
On August 1st, 2018 at about 4:30 pm, CODE investigators conducted surveillance on the residence and observed a 2009 blue Mazda 3 passenger car leave the residence. The driver of the vehicle, Edgar Javier Miramontes-Gonzales, was stopped near Napa Auto Parts at 62057 SE 27th Street by CODE detectives. Miramontes-Gonzales was detained and later arrested for the below listed charges.
Surveillance efforts at 61670 SE 27th Street continued after the stop of Miramontes-Gonzales. At about 5:00 pm investigators observed a 1999 GMC Suburban leaving the residence. With the assistance of the Oregon State Police, the vehicle was stopped near the intersection of NE Purcell Blvd and NE Bear Creek Road. The driver was identified as Armondo Avendano-Gonzalez. He was found to have a user amount of methamphetamine and was taken into custody. He was ultimately issued a citation to appear on the charge of Unlawful Possession of Methamphetamine.
At about 5:36 pm, a third vehicle left the residence. This vehicle was a 2005 blue Toyota Scion. CODE team detectives conducted a traffic stop on this vehicle on SE 27th Street and NE Anne Lane. The driver was determined to be Christopher Alan Farrar and he was taken into custody.
At about 5:46 pm, CODE detectives executed the search warrant at 61670 SE 27th Street. The Bend Police Department and the Oregon State Police assisted in the investigation. During the execution, Angelina Rose Teel, Yesenia Alfaro-Menjivar, and Seth Dumdei (25 years of age, Bend Resident) were encountered in the residence. They were detained without incident.
During this investigation, detectives seized a commercial quantity of heroin and methamphetamine, digital scales, US currency, a stolen bicycle, five ounces of marijuana extract, and evidence of the manufacture of butane honey/hash oil along with over one pound of marijuana.
Farrar, Miramontes-Gonzalez, Teel, and Menjivar were transported to the Deschutes County Jail on the below listed charges. No criminal action was taken against Dumdie at the conclusion of this incident.

The Oregon-Idaho HIDTA program is an Office of National Drug Control Policy (ONDCP) sponsored counterdrug grant program that coordinates and provides funding resources to multi-agency drug enforcement task forces to disrupt or dismantle local, multi-state and international drug trafficking organizations.
